Candace Kelly is the Chief Legal Officer of the Stellar Development Foundation (SDF), a non-profit organization that supports the development and growth of Stellar, an open-source blockchain network that connects the world’s financial infrastructure. In addition to being responsible for all of SDF’s legal affairs, she also leads the policy team that focuses on bridging the gap between the public and private sectors, fostering dialogue and growing partnerships with global regulators and policymakers.
Prior to joining SDF, Candace worked for Uber Technologies, Inc., where she held a variety of positions, helping to navigate the company’s response to regulatory investigations and advising on safety, security, privacy, consumer protection, and law enforcement response.
Candace began her legal career at the United States Department of Justice, where over the course of her 17 year tenure, she held positions in leadership offices at both Main Justice and the FBI in Washington D.C. and as a line prosecutor and supervisor in the Northern District of California.
She holds a Bachelor of Arts in East Asian Studies from Williams College and a Juris Doctor from University of California, Hastings College of the Law.
Candace is a Board member of the Blockchain Association and a member of the Janet Reno Endowment Committee.
